Fokus penelitian adalah Model Implementasi e-Government pada Dinas Pendidikan dan Kebudayaan Kota Manado. Penelitian ini menggunakan pendekatan deskriptif kualitatif dan Teknik pengumpulan data melalui wawancara mendalam, observasi dan dokumentasi terhadap masalah lemahnya inisiatif pengembangan sistem informasi manajemen pendidikan berbasis teknologi informasi dan komunikasi. Teknik analisis data menggunakan teknik deskriptif mulai dari koleksi data, reduksi data, penyajian data dan kesimpulan.Untuk menguji keabsahan data dilakukan pengujian kredibitas, transferbilitas, dependabilitas dan konfirmabilitas data dengan menggunakan teknik triangulasi. Penelitian ini menghasilkan model implementasi e–government akan mensimplikasi layanan informasi dengan basis data yang valid melalui pengembangan aplikasi, pengintegrasian sistem informasi disemua unit yang jelas, efisien, efektif, transparan dan akuntabel dan pada model implementasi e- Government dapat dijelaskana bahwa output yang ingin diperoleh antara lain adalah sistem yang terintegrasi dalam aplikasi Government to Government (G to G), Government to Citizen (G to C) dan Government to Education (G to Ed) disimplikasi dalam satu layanan terintegrasi yaitu sistem informasi manajemen pendidikan (SIMDIK) sesuai dengan standar kebutuhan pengembangan sistem aplikasi yaitu reliable, interoperable, scalable, user Friendly dan integrateable.
